Why won't you say treatment makes the water safe?
Because it is not a claim that survives contact with how treatment actually works. A system is specified against a named contaminant and is expected to bring it to a measured level — arsenic below 5.0 ppb, for example — and a retest after installation is the only thing that demonstrates it did. That system may do nothing about other things in your result, and its performance depends on maintenance continuing. 'Safe' collapses all of that into a word that cannot be verified, which is exactly why it is used so freely in this market and why it is not used here.
